Hooda called the attack “intolerable” and “criminal.” He demanded strict action against both the attackers and the Vice Chancellor. “Hitting students on the head is a deadly assault,” he said. Legal action, he added, must follow.
The Congress, Hooda affirmed, backs the students’ demands. “Students have every right to voice their concerns peacefully,” he said. He praised their discipline and urged them to continue in a peaceful manner. Congress leaders, including MLAs and MPs, have reached out to offer their support to the students.
Students protested changes limiting scholarships to the top 25% of students. Previously, all students with a grade of 70% or higher received stipends. Now, eligibility requires 75% marks. Hooda called these changes “dictatorial” and criticized the nighttime lathi-charge ordered by the BJP government.
Hooda accused the BJP of failing to build major universities. Instead, he said, they undermine institutions established by Congress. “Arbitrary rules turn universities into political hubs,” he claimed. Congress, he vowed, will fiercely oppose these moves.
A change in the Scholarship policy sparked the protests.
Chaudhary Charan Singh Haryana Agricultural University (CCS HAU), Hisar, a leading agricultural institution, sparked controversy in June 2025 after a violent clash during student protests.
The unrest began when the university revised its scholarship policy, restricting stipends to the top 25% of students and raising eligibility from 70% (OGPA 7.0) to 75% (OGPA 7.5). Students, demanding the reinstatement of the earlier system, staged a peaceful nighttime protest on June 11, 2025. Security personnel allegedly responded with a lathi-charge, injuring several students, some requiring hospitalization.
The university suspended Assistant Professor Radheshyam Bishnoi for “unacceptable behavior” following an internal probe. Former Chief Minister Bhupinder Singh Hooda condemned the “criminal” attack, demanding accountability for the Vice Chancellor and the attackers.
The Congress party pledged support, promising to raise the issue in legislative forums. The Jawaharlal Nehru University Students’ Union also expressed solidarity, denouncing the “brutal suppression.” Social media posts on X criticized the violence, questioning Haryana’s education system.
The controversy has damaged CCS HAU’s reputation, which is known for its contributions to the Green and White Revolutions. As of June 17, 2025, students continue to demand a policy reversal, with investigations ongoing.
