Why Does RSS Have a Negative Image in Punjab?

The deep-seated animosity and suspicion directed at the Rashtriya Swayamsevak Sangh (RSS) in Punjab stem from historical, ideological, and religious conflicts. These tensions transcend the political rhetoric of the day. This negativity persists despite the pro-Punjab approach sometimes adopted by the Bharatiya Janata Party (BJP) leadership in Delhi. The recent protests at Panjab University, where students shouted slogans against both the BJP and the RSS, demonstrate that for many in the state, the RSS is not merely a political rival. Instead, its fundamental ideology poses a threat to the unique Sikh identity (Panth).

Historical Roots of Conflict: Identity and Ideology

The primary source of conflict lies in the RSS’s overarching concept of Hindutva. It also involves the relationship the RSS posits between Sikhism and Hinduism.

RSS ideologues have historically viewed Sikhs not as practitioners of a separate religion. They see them as an integral part of the larger Hindu identity. They often label Sikhs as “defenders of Hinduism.” This perspective fundamentally clashes with the core Sikh tenet established by the Gurus. Sikh theology asserts Sikhism’s distinct, independent spiritual and social identity.

The highest temporal authority of the Sikh community worldwide, the Akal Takht, has explicitly rejected this assimilationist view. Therefore, in 2004, the Akal Takht issued a Hukamnama (religious edict) forbidding all Sikhs from associating with the RSS or its affiliates. It labeled the organization as “anti-Sikh” and “anti-Panthic.” Furthermore, the edict remains in effect today. Therefore, Sikhs view the RSS’s attempts at outreach or asserting a shared cultural base not as genuine unity. They see it as a deliberate attempt to subsume or absorb the distinct Sikh identity into the broader Hindu fold. This fear of loss of identity fuels the negative image.

The Controversial Role of Rashtriya Sikh Sangat (RSS’s Sikh Wing)

The image problem is compounded by the activities of the Rashtriya Sikh Sangat, the Sikh affiliate formed by the RSS in 1986.

The Rashtriya Sikh Sangat has been accused of attempting to distort Sikh history and undermine the supremacy of the Akal Takht. Leaders associated with the Sangat have made several controversial statements. For instance, a former head of the Akal Takht stirred controversy in 1997 by attending an RSS event. He described the Sikh Gurus as descendants of Lord Ram’s sons. These statements directly contravene established Sikh theology.

Moreover, the Rashtriya Sikh Sangat openly passed resolutions supporting the construction of a Ram temple in Ayodhya. Many Sikhs viewed this action as aligning the Sikh community with a Hindutva political agenda. They felt it disregarded the community’s own historical and social priorities. This activity ultimately solidified the Akal Takht’s decision to maintain the ban.

Contemporary Blame and Political Alienation

The historical ideological friction finds immediate expression in contemporary protests. Consequently, this leads to the routine condemnation of the RSS and BJP.

During the major farmers’ protests, farmer unions and activists regularly blamed the BJP-led Central Government’s policies on agriculture. Because the RSS is considered the ideological parent of the BJP, the RSS became the target of the deep-seated mistrust. Many Sikh farmer groups felt the government’s approach was designed to favor large corporate interests over the agrarian concerns of Punjab farmers. Therefore, this conflict reinforced the perception that the RSS-backed political establishment prioritizes capitalist gains over the well-being of the Sikh-majority farming community.

Furthermore, separatist and extremist groups exploit this deep-rooted mistrust. They often label both the BJP and the RSS as anti-national forces intent on dismantling Sikh identity. This narrative, while extreme, finds some resonance among those who already distrust the centralized political power structure.

At Panjab University, the protest against the Union Government’s interference in the Senate was fundamentally a fight for democratic autonomy. Therefore, when the student-led movement turned political, slogans naturally focused on the central government and its ideological driver, the RSS.

 A Clash of Core Beliefs

The negative image of the RSS Negative Image in Punjab is a culmination of several factors. It is rooted in the fundamental ideological clash over the independence of the Sikh faith. The perception that the RSS seeks to assimilate Sikh identity remains the core issue. Furthermore, the actions of the Rashtriya Sikh Sangat and the political battles over agrarian policies reinforce the belief that the RSS-BJP establishment does not respect the distinct cultural and religious sovereignty of the Sikh community. Therefore, the RSS continues to be viewed as a villain in Punjab’s social and political landscape.
