Congress National General Secretary and MP Randeep Singh Surjewala launched a scathing attack on the alleged unethical nexus between the Haryana BJP government and the builder lobby. Surjewala stated that a crime unprecedented in Haryana’s 75-year history has taken place in Panipat under the protection and collusion of the BJP government. He described the act of burning someone alive as the gravest crime against humanity, and said that this is precisely what happened in Panipat.
Surjewala detailed the incident, calling it an unforgivable crime and a soul-shaking murder that defies the rule of law. He outlined the sequence of events and the individuals involved in this heinous act. Since the formation of the BJP government in 2014, a land developer named Sumit Kumar Narwal has risen to prominence. Between 2014 and 2021, Narwal’s influence and dominance in the corridors of power in Haryana were well-known. Narwal’s parent company, Trident Holding Corporation LLP, is located at 310, Prakashdeep Building, 7 Tolstoy Marg, New Delhi, India – 110001, with Sumit Kumar Narwal and Poonam Narwal as its partners. Previously, the company was named Trident Realty, as per government records.
Narwal’s Trident Group, through Trident Park Town Private Limited, also located at 310, Prakashdeep Building, 7 Tolstoy Marg, New Delhi, is developing a township spanning approximately 125 acres in Sector 19, Panipat (as per government records in Attachment A2). Trident Infra Homes Private Limited, where Sumit Narwal is the Managing Director, owns 99.9% of Trident Park Town Private Limited (Attachment A3). Several pre-launch websites also indicate that this Panipat project is being developed by Narwal’s Trident Realty, now Trident Holding Corporation LLP ..
The controversy involves a dispute between Trident Park Town Private Limited and Vijender Kumar, a poor farmer from Nizampur village in Panipat district. The Panipat administration, under pressure from influential figures in Haryana’s secretariat, swiftly rejected the farmer’s claims in a partition case, ruling in favor of Narwal’s company. The entire role of the Panipat administration has come under scrutiny, with the farmer’s family stating that the matter is now in the High Court.
On the evening of June 2, 2025, a horrific incident took place in Nizampur village, Panipat, which has tarnished the government’s impartiality and the sanctity of the law. Vijender Kumar was doused with flammable material and set ablaze by bouncers hired by the company. Despite his cries to save his land, the company’s goons, now acting as a “company government,” showed no mercy. Vijender was brutally murdered in a premeditated act of burning him alive. While his family rushed him to Delhi for treatment, Vijender himself recorded a statement on camera, accusing the company’s men of setting him on fire. The heart-wrenching video, which would shame humanity and send chills down anyone’s spine.
Surjewala highlighted the collusion between the government, administration, and police. No FIR was filed on June 2. It was only after farmers staged a protest at the police station that an FIR was registered on June 3, 2025, at 12:46 PM (Attachment A6). The FIR deliberately omitted the names of the culprits to allow the case to be buried later. The act of burning Vijender alive was reduced to mere “suspicion” in the FIR, the company’s name was incorrectly recorded, and neither Sumit Kumar Narwal nor the company’s directors were named. The motive for the murder was also left out, revealing an apparent conspiracy to protect the influential company owners and dismiss the case.
Surjewala posed seven pointed questions to Chief Minister Naib Saini: Who is Sumit Kumar Narwal, and what are his ties to the BJP government? Will farmers who refuse to give their land to the builder lobby now be burned alive, and does any company have the right to murder a farmer over disputed land? Why was the FIR filed a day late on June 3, despite Vijender’s murder on June 2, and why has the police ignored his dying declaration video?
Why hasn’t the police filed a murder case against the company’s owners and directors, and isn’t the BJP government shielding the influential company? Will the Chief Minister cancel the company’s license and take responsibility, and does he have the courage to investigate all of Narwal’s companies in Panchkula, Gurugram, and Faridabad? Will the Chief Minister order a probe by a sitting High Court judge, given the evident collusion of the government and administration? Lastly, will the Chief Minister provide ₹2 crore as interim compensation to Vijender’s family?
